New York DFS Released a Proposal for a Bitlicense Regulatory Framework for Virtual Currency Companies

On July 17, 2014, New York (New York State Department of Financial Services (DFS) published a first draft of regulations (including license requirements) for businesses operating Bitcoin services, i.e. those companies receiving or transmitting virtual currency on behalf of consumers, storing virtual currencies or providing exchange services, companies buying/selling virtual currencies as a customer business; issuing or administering virtual currencies.

License requirements will not affect merchants and consumers using Bitcoin to buy or sell.
